10. Principle of Party Hearing

Article 10

(1) Prior to taking a decision, a party mustbe given an opportunity to provide his position on all the facts andcircumstances important for taking a decision.

(2) A decision may be taken without priorprovision of the party?s position only where this is provided by law.
