X. COMPLAINTS AND APPEALS

ThePEL provides for complaints and appeals against decisions of electioncommissions, as well as with regard to voter and candidate registration.Decisions of election commissions may be appealed to either the higher-levelelection commission or the courts, with the Supreme Court as the final instance. The OSCE/ODIHR haspreviously observed that this dual system of electoral dispute resolution couldpotentially lead to inconsistencies in decisions.
