X. COMPLAINTS AND APPEALS

ThePEL provides for complaints and appeals against decisions of electioncommissions, as well as with regard to voter and candidate registration.Decisions of election commissions may be appealed to either the higher-levelelection commission or the courts, with the Supreme Court as the finalinstance. The OSCE/ODIHR has previously observed that this dual system ofelectoral dispute resolution could potentially lead to inconsistencies in decisions.
