Article16

A decision against which noregular legal instrument (appeal) may be lodged in the administrative procedure(the final one in the administrative procedure) and by which a party hasacquired a right, that is, by which certain liabilities have been imposed onthe party, may be revoked,cancelled or amended only in the cases laid down by this law or other laws.
