What institution(s) has the power to impose non-criminal sanctions for campaign finance infractions?

Article 13. FinancialMonitoring on Election
13.1. The Commission shallexercise the following powers in terms of election financial monitoring:
13.1.1. to oversee election financing and expenditure of politicalparties, coalitions and candidates;
13.1.2. to review financialreports of election committees;
13.1.3. to obtaininformation from parties, coalition, candidates and election committees withinits powers;
13.1.4. to obtaininformation on election financing from state, and other organs, officials andindividuals;
13.1.5. to conclude andcompile documents on election financing and expenditure irregularities.
13.2. Relevant individualshall supply within requested date, documents mentioned in 13.1.4 of this Lawwithin three days, on election day or if not less than three days left untilsuch day.
13.3. If considersnecessary, the Commission investigative activities can be executed by relevantinvestigative authorities including the State Audit Organs.
The electoral legislation does not provide clearreference to which organization is in charge of the issuing penalties forcampaign finance infractions. However, reading Article 13 of Law On The Central Election Body we can generally infer that centralelection commission is in charge of this function. OSCE/ODIHR Election Observation MissionFinal Report Presidential Election Mongolia (2013-06-26) also recommended that “In order to enhance transparency andpublic confidence in the integrity of the campaign finance, the GEC shouldpublish campaign finance regulations in a timely manner and effectively enforceoperable and transparent campaign finance oversight procedures, including inthe pre-election period.”
