What institution(s) has the power to impose non-criminal sanctions for campaign finance infractions?

Art. 46: The contestants must, within 30 days after the official proclamation of the election results, declare to the CNE the source of their funding and the expenditures incurred during the election campaign and the CNE will publish them in the Official Gazette.
The National Electoral Commission shall issue a decision, within 60 days, on the regularity of the funding and expenditures and publish its findings on the Official Gazette.
If the National Electoral Commission finds any irregularity, it shall notify the respective contestant in order to rectify the matter within 15 days.
The National Electoral Commission, must rule within ten days upon further irregularities.
If the contestants do not comply with the preceding paragraphs, the National Electoral Commission shall bring the matter to the competent authorities as applicable, and in particular for the purposes of Article 172.

A Comiss?o Nacional de Elei??es deve apreciar no prazo m?ximo de 60 dias, a regularidade do financiamento e despesas e publicar a sua aprecia??o no Boletim Oficial.
Se a Comiss?o Nacional de Elei??es verificar qualquer irregularidade, deve notificar a respectiva entidade para, no prazo de 15 dias a regularizar.
A Comiss?o Nacional de elei??es, deve pronunciar-se no prazo de dez dias sobre novas irregularidades.
Se as entidades concorrentes ?s elei??es n?o cumprirem o disposto nos n?meros anteriores, a Comiss?o Nacional de Elei??es deve fazer a respectiva participa??o ?s autoridades competentes conforme o caso e, nomeadamente para os fins do artigo 172?.”)
Art. 171: Any unjustified source of revenue and expenses attributed to electoral contestants, pursuant to article 46, shall be punished with the following sanctions, without prejudice to possible civil and criminal liability: a) Termination of all grants and any other state contribution that political parties and parliamentary groups are entitled to by law;
b) Prohibition to the senior management of the parties to create or join other political groups;
c) Prohibition of participation in any kind of future elections.
