Article 109: The individual heading the national list of the political party or coalition of political parties which receives the most votes in general elections held under the terms of Article 142 onwards of this Constitution shall be elected President of the Republic and Head of the Executive.

A new electoral system was also introduced that makes the number 1 and 2 on the parties’ national lists of candidates to parliament automatically the parties’ presidential and vice-presidential candidates. Under this system, the number 1 and 2 of the national list of the party with the most votes are automatically elected as President and Vice-President, and do not become Members of Parliament. Therefore, both the President and Members of Parliament are elected through direct, universal, equal and secret suffrage using a single ballot.
