A message from the Secretary-General
In 2024 the global democratic decline continued. Long-standing challenges to democracy and democratic institutions persisted in all parts of the world and at every level of democratic performance. Many countries that were already struggling saw further deterioration, while some of the world’s most robust democracies faced mounting threats. Despite these ongoing challenges, 2024 also saw significant changes. It was the greatest year of elections in history, with over 70 countries heading to the polls.
For 30 years, the International Institute for Democracy and Electoral Assistance (International IDEA) has honoured its mandate to promote and advance democracy worldwide.
This Annual Review highlights our global contributions to researching, delivering comparative knowledge resources and supporting the implementation of democratic practices that help everyone build and maintain inclusive and resilient democracies.
A world in which everyone lives in inclusive and resilient democracies with accountable actors, institutions and processes able to respond to citizens’ needs, protect human rights and deliver sustainable development.
International IDEA advances, promotes and protects sustainable democracy worldwide in consideration of human rights commitments through policy-relevant knowledge, capacity development, advocacy and the convening of dialogues.

How we work
International IDEA’s working modalities constitute a reinforcing loop of knowledge production, capacity development, advocacy and the convening of dialogues. International IDEA’s comparative knowledge and research inform its capacity development; these have policy influence and inform advocacy, and enable the convening of dialogues. In turn, capacity development in the field provides valuable lessons for knowledge production, policy influence and advocacy, enabling continuous learning within the Institute.

‘Women’s Political Participation: Africa Barometer 2024 is a resourceful document for policymakers, civil society and development partners working to advance gender equality in political leadership. It provides up-to-date statistics on women and youth participation in politics and decision making across Africa and highlights both progress and persistent barriers. Its insights on challenges, recommendations and solutions inform stakeholders to design and implement evidence-based interventions that foster inclusive governance and democracy.’

Lo que el legado de Fujimori enseña a América Latina cuando se intercambia democracia por seguridad
A pesar de haber estado encarcelado por violaciones a los derechos humanos, la muerte del expresidente de Perú Alberto Fujimori me trajo recuerdos ambivalentes de su década autocrática en el poder. Como periodista residente en Lima a principios de los años 90, la ciudad parecía estar al borde del abismo, con ataques diarios y coches bomba que provocaban cierto humor en la época en que la capital era la “Beirut de las Américas”.
What Fujimori’s legacy teaches Latin America about trading democracy for security
Despite being imprisoned for human rights abuses, the death of Peru’s former President Alberto Fujimori brought me ambivalent memories of his autocratic decade in power. As a journalist based in Lima during the early 1990s, the city seemed on the brink, with daily attacks and car bombs that had some quipping at the time the capital was the ‘Beirut of the Americas’.

A message from the Secretary-General
Democracy faces critical challenges around the world, from polarization and authoritarianism to disinformation and climate change. What’s more, these issues are not unique to developing countries or to nascent democracies. They are problems common to all democracies, and they require collective solutions. In such a context, the unique mandate of the International Institute for Democracy and Electoral Assistance (International IDEA) to support sustainable democracy globally has become more important than ever.
For the past 28 years, the International Institute for Democracy and Electoral Assistance (International IDEA) has honored its mandate to promote and advance democracy worldwide.
This Annual Review highlights our global contributions as a think-and do-tank dedicated to researching, delivering comparative knowledge resources and supporting in the implementation of democratic practices that help everyone build and maintain inclusive and resilient democracies.

International IDEA advances, promotes and protects sustainable democracy worldwide in consideration of human rights commitments through policy-relevant knowledge, capacity development, advocacy and the convening of dialogues.
To achieve its mission, and in pursuit of its vision, International IDEA has defined six workstreams to align with the challenges and opportunities of the democracy landscape and the framework of the 2030 Agenda for Sustainable Development: Electoral Processes, Constitution-Building Processes, Political Participation and Representation, Democracy Assessment, Climate Change and Democracy, and Digitalization and Democracy. The Institute mainstreams (a) gender and inclusion; (b) conflict sensitivity; and (c) environmental protection across all its work.
