A message from the Secretary-General
In 2024 the global democratic decline continued. Long-standing challenges to democracy and democratic institutions persisted in all parts of the world and at every level of democratic performance. Many countries that were already struggling saw further deterioration, while some of the world’s most robust democracies faced mounting threats. Despite these ongoing challenges, 2024 also saw significant changes. It was the greatest year of elections in history, with over 70 countries heading to the polls.

Fifteen countries experienced extreme weather events during election periods in 2024. International IDEA is raising awareness of the increasing threats that natural hazards—particularly climate-related events such as floods, heat waves, tropical storms and wildfires—pose to electoral processes.

IDEA was honoured to host a seven-member parliamentary delegation from Bhutan, led by Hon.

How Moldova is tackling online disinformation in elections
In 2024 Moldova held a simultaneous presidential election and referendum on EU integration. Given the geopolitical importance of these votes, the country faced growing threats to its electoral integrity from digital disinformation and unregulated online campaign financing. In response, International IDEA partnered with Moldova’s Central Electoral Commission (CEC) to track online campaign expenditures and identify illicit campaigns.

A major step forward in women’s political participation in Mexico
Claudia Sheinbaum won the June 2024 election with more than 50 per cent of the vote, becoming Mexico’s first female president. In addition, since the implementation of the ‘Parity in Everything’ law, more than half of Congress is made up of women. This is a milestone in women’s participation, political representation and access to power.

General Election, 26 January 2024
Tuvalu held elections for its unicameral parliament, the Tuvaluan House of Assembly (Fale I Fono), on 26 January 2024. The 16 members of the House are elected by plurality vote in multi-member constituencies to four-year terms. There are no political parties in Tuvalu; all candidates run as independents. The Prime Minister is elected by the members of parliament (IFES 2024).

A message from the Secretary-General
Democracy faces critical challenges around the world, from polarization and authoritarianism to disinformation and climate change. What’s more, these issues are not unique to developing countries or to nascent democracies. They are problems common to all democracies, and they require collective solutions. In such a context, the unique mandate of the International Institute for Democracy and Electoral Assistance (International IDEA) to support sustainable democracy globally has become more important than ever.

This Annual Review highlights our global contributions as a think-and do-tank dedicated to researching, delivering comparative knowledge resources and supporting in the implementation of democratic practices that help everyone build and maintain inclusive and resilient democracies.

To achieve its mission, and in pursuit of its vision, International IDEA has defined six workstreams to align with the challenges and opportunities of the democracy landscape and the framework of the 2030 Agenda for Sustainable Development: Electoral Processes, Constitution-Building Processes, Political Participation and Representation, Democracy Assessment, Climate Change and Democracy, and Digitalization and Democracy. The Institute mainstreams (a) gender and inclusion; (b) conflict sensitivity; and (c) environmental protection across all its work.
