How is the national electoral register created?

“Voter lists are based on extracts from the electronic database of the National Civil Status Register, maintained by the General Directorate of Civil Status of the MoI (GDCS). After the call for elections, the GDCS published updated extracts from voter lists on a monthly basis, allowing voters to register any changes with local civil status offices.”
