Article 111: Seats in the Assembly

111.1 Seats in the Assembly shall be distributed according to the system of representation established by article 64 of the Constitution of the Republic of Kosovo, by allocating:

- one hundred (100) seats amongst all certified Political Entities in proportion to the number of valid votes received by them; and

- twenty (20) seats guaranteed for representation of communities that are not in the majority in the Republic of Kosovo, as follows: […]

Comment

The Assembly is composed of 120 elected members. Since the 2014 elections, 20 of these seats are guaranteed for minorities (10 for members of the Serb community and 10 for other non-Serb minorities). This system of set-aside seats was designed to motivate the participation of the ethnic Serb community, which had boycotted the first municipal elections.
