“Organization of out-of-country voting is based on active registration requiring a threshold equal to the votes needed to win a seat in the last elections. The registration process was completed on 17 March, prior to the suspension of the elections, and the threshold, established for these elections at 6,534 registered voters, was not met.”

Three overseas seats were not awarded because the threshold established for registered voters was not met.
