“To receive a ballot, a voter must present a personal voting card, which is delivered to all voters at least two weeks before the election day and contains voter’s address, place of registration, identification number and a barcode. The barcode is scanned and the “voter check-in” system in place at every polling station helps identify the voter and indicates if the voter has voted already.”
