43 (1) The House of Assembly shall consist of—

(a) a Speaker, elected as provided in section 44;

(b) fifteen elected members;

(c) four appointed members; and

(d) the Attorney General.

(2) The Attorney General shall not have the right to vote in the House of Assembly.

44 (2) The Speaker shall be elected from among the elected or appointed members of the House of Assembly who are not members of the Cabinet or from among persons who are not members of the House, and shall be elected by a majority of the votes of the elected and appointed members of the House; but no person shall be elected as Speaker who is not qualified to be an appointed member of the House or who would for any reason be disqualified from being an appointed member.

68 (1) Save as otherwise provided in this Constitution, all questions proposed for decision in the House of Assembly shall be determined by a majority of the votes of the elected and appointed members present and voting.

(2) The person presiding shall not vote unless on any question the votes are equally divided, in which case he or she shall have and exercise a casting vote.
