Who administers direct democracy mechanisms at the national level?

Serbia, Law on the Referendum and the People’s Initiative (December 2021) [in Serbian], accessed 20 December 2021

Article 19. The authorities responsible for conducting the referendum shall be the competent electoral commission and the polling board.

The authorities responsible for conducting the referendum shall be independent in their work and shall act in compliance with the Constitution, law and regulations adopted based on law.

The Republic Electoral Commission shall be responsible for conducting national referendum, the provincial electoral commission for conducting the provincial referendum, and the city/municipal electoral commission for conducting the referendum in the local self-government units (hereinafter: competent commission).
