Q3: How do I register as an elector?

A3: If you are not a registered elector and you wish to be registered in a geographical constituency, you must complete the application form “Application for New Registration / Report on Change of Particulars by an Elector in a Geographical Constituency” (REO-GC).

Notes: In accordance with the relevant legislative requirement, starting from 1 May 2022, applications for New Voter Registration must be supported with address proof. You may refer to A11 to A13 for acceptable types of address proof.

You can obtain the “Application for New Registration / Report on Change of Particulars by an Elector in a Geographical Constituency” (REO-GC) by the following ways-

  • by downloading from this website;
  • by fax through calling the hotline on 2891 1001; and
  • at District Offices, management offices of public housing estates and the Registration and Electoral Office.

After completing and signing the application form, you may submit the form, together with an address proof issued within the last three months, by post, fax (fax number: 2891 1180) or email (email address: form@reo.gov.hk) to the Registration and Electoral Office, or upload the form (and address proof where applicable) at the Registration and Electoral Office Online Upload Platform (www.reo-form.gov.hk).

If you have a valid digital certificate issued by Hongkong Post or Digi-Sign Certification Services Limited (please click here for details), you may also submit application online via the Voter Registration Application on GovHK.
