The territory of the Republic of Bulgaria is divided into provinces and municipalities. Each of 28 provinces is headed by a provincial governor appointed by the government. The instruments of participatory democracy provided by the Act on direct participation of citizens in governmentand local government of 29 May 2009 can be used only by the citizens of a municipality, district or village.
