If electoral register is created by the EMB, which method is used?

Article 98. (Electoral Register).
The Electoral Register is the biometric registration system for all Bolivians of voting age, and for foreigners who meet the legal requirements to exercise their right to vote.
For each electoral process, referendum, or recall election, the Civic Registry Service (SERECÍ) will officially submit to the competent Electoral Tribunal, within the period established in the Electoral Calendar, the Register with the list of qualified voters and the list of disqualified voters for each polling station.
Article 99. (Updates). The Electoral Register shall be permanently updated by the Civic Registry Service (SERECÍ) through:
a) The inclusion of persons over 18 years of age;
b) The purging of deceased persons;
c) Change of address;
d) The suspension or reinstatement of citizenship rights for electoral purposes;
e) The registration of naturalized persons.
Notification of a change of address for electoral purposes is mandatory and constitutes the responsibility of citizens.
